Is there a law that limits job outsourcing to other countries in the USA?

If not, WHY?! I am a centrist on the conservative side. I'm all for lowering taxes on the American people, BUT, if we made it more difficult for big companies to outsource to other countries, say, make it the most difficult, expensive thing to do, wouldn't that deter companies to outsource to other countries? I just wrote my state representative suggesting this, but I'm unsure if a law or tax already exists for this. I want jobs to stay HERE, not go to China!!! Does anyone know if there is a tax already like this, or do I have to start a movement already?
